planariad is killed after journaling OpBegin(publish_boot_once) for a boot-only kernel change, before the call. On restart the Publishing row asks the boot loader: nothing is armed, so the change is Rejected(Interrupted) and not prepared again. After a reboot the machine runs the publishing generation, and boot selection, roots, overrides and the journal agree.
