planariad is killed after publish_boot_once armed the one-shot entry, before its outcome was journaled. On restart the Publishing row asks the boot loader: the entry is armed, so the change is AwaitingBoot. The reboot boots the candidate, it is admitted and committed, and boot selection, roots, overrides and the journal agree.
