How long an escalation holds the incident before Planarian looks again (§13: no autonomous action until the hold ends or someone acts).

  • Regressed: 1 h, §13’s hold for the third regression.
  • RevertBlockedByFloor: 6 h. §12e names no cooldown; a revert below the floor needs an administrator, which an hour does not change (docs/deviations.md).
  • The others have no escalation today (budget and diagnoser exhaustion cool down, Cooldown, through cool’s 1 h then 6 h; RecoveryFailed sets the interlock): 1 h, §13’s first cooldown, should one arise.
